I fixed this problem by doing two simple things which worked for me in v.1.4

1. I changed the file permissions in to 644 downloader/index.php
It still did not work.

2. I typed in the path to the connectManager directly into the browser http://thepowderroomuk.com/downloader/

I logged in and it worked.

Thanks gtgreg, this was a huge time saver while setting up our UPS rate checking. I appreciate you sharing this workaround.

Hello, I just tried following your instructions with Magento 1.4.0.1. Initially, I configured UPS shipping without an access key, just set it to enabled and that's that. Saved the config. Shipping is quoted in the front end fine. Now I got my access key and such, but when I go and follow your instructions these fields that you are describing above are no longer available in the UPS configuration under default. Please advise.

Another thing you all might want to consider doing: making sure that when you put your settings in, the Current Configuration Scope is either Default or your website domain. I was unable to get UPS shipping rates working until I filled out the info for the domain instead of the default.

You may also want to mention the need to move your UPS access status from a testing server to a production server. You're prompted these options when you get your access key, so keep an eye out for it.
